IE Proxy 運用 registry 快速設定

啟動 proxy 的  registry 程式碼(不含虛線)

ProxyEnable 是設定要不要啟用proxy，尾數1為啟動，0為關閉。

ProxyServer是設定proxy server的名稱與埠號。

ProxyOverride是設定例外清單，若加上<local>會啟用"近端不使用proxy"。
